Ісмаїл Гаспринський (1851–1914) — кримськотатарський просвітник, письменник, ще в юності усвідомив силу впливу публіцистики на різні верстви населення, зрозумів, що газети можуть не лише подавати фактичну інформацію, а й бути інструментом для просвітництва та зародження народних рухів. Спочатку він публікує статті в різних російських виданнях, а згодом, після довгих перемовин з владою, йому вдається започаткувати в Криму  перше тюркомовне видання на території імперії. Умовою для виходу газети 'Терджиман' з боку цензури був обов’язковий російськомовний переклад тюркомовних текстів. Водночас російські можновладці  використовували газету для поширення наративу про 'братські народи' та добру політику Російської імперії у поневолених  ісламських регіонах.
